Why mail it instead of emailing?

Statutes measure penalties, notice periods and response windows from the day the other side received your letter. A certified mail receipt fixes that date; an email does not.
It gets taken seriously
A printed letter citing the statute lands differently from a message that can be marked as spam, and it is the format a judge expects to see attached to a small claims filing.
